India is a rising power in the multipolar world. This book showcases India's endogenous political ideas and strategic thinking, both of which are the key resources that underpin and drive this rise. Kautilya's Arthashastra is a major source of these ideas. It is a premodern treatise on statecraft and a foundational text of political science. So far, political science and international relations theory have largely ignored Kautilya, or, at best, labelled him merely as the 'Indian Machiavelli'. Such a characterisation vastly (...) undervalues the riches and depth of the contributions of Kautilya - a contemporary of Aristotle - whose contributions can be compared more appropriately to those of Artistotle's politics. Kautilya's contributions are recognised by such masters of western political theory as Max Weber and Hans J. Morgenthau. But in South Asia, Kautilya has remained adrift of the academic mainstream and has been given little prominence in public life, both intellectually and politically. Despite such scholarly negligence, everyday life in India - in terms of the institutions and process that constitute it - has remained deeply grounded in the political heritage of pre-modern India, succinctly codified in Kautilya's Arthashastra. These themes are explored in this book through such bridge concepts as the 'modernity of tradition' and the 're-use of the past' in tackling contemporary political problems. These concepts are the key factors that explain the resilience and stability of India's hybrid political institutions and democratic system. The welfare state, once seen as the best institutional response to people in need, has steadily come under pressure, as much from shrinking state capacities as from neo-liberal advocates of individual responsibility. Still, despite decline of the post-war consensus on the efficacy of the welfare state, social ‘vulnerability’ still remains the key focus of public policy. However, though much in use in contemporary political discourse, the logical and practical implications of social vulnerability remain unclear. Its essential subjectivity – it is (...) the ‘feeling of vulnerability’ which makes one vulnerable – turns the concept into a catch-all variable, impeding rigorous theoretical and empirical analysis. I respond to this problem with a ‘vulnerability-responsibility’, model. Its parameters include a ‘responsive’ state, an active civil society and a participatory political environment, bolstered by the assertion of agency of the vulnerable. With India as an empirical exemplar, the essay shows how ‘nested’ vulnerability – a community of pro-active citizens in need of urgent and vital assistance - in the backdrop of a responsive state and competitive, robust and resilient political participation, can generate a sustainable, context-relevant process to cope with the problem of social vulnerability. The model, currently aimed at vulnerable citizens in a democratic state, has the potential of being extended to non-democracies as well as vulnerable non-citizens into its domain. (shrink)

This volume looks at how accumulation in postcolonial capitalism blurs the boundaries of space, institutions, forms, financial regimes, labour processes, and economic segments on one hand, and creates zones and corridors on the other. It draws our attention to the peculiar but structurally necessary coexistence of both primitive and virtual modes of accumulation in the postcolony. From these two major inquiries it develops a new understanding of postcolonial capitalism. . Fuzzy systems and artificial neural networks, as important components of soft-computation, can be applied together to model uncertainty. A composite block of the fuzzy system and the ANN shares a mutually beneficial association resulting in enhanced performance with smaller networks. It makes them suitable for application with time-varying multi-input multi-output channel modeling enabling such a system to track minute variations in propagation conditions. Here we propose a fuzzy neural system using a fuzzy time delay fully recurrent neural network that (...) has the capability to tackle time-varying inputs in fuzzified form and is used to model MIMO channels. The inference engine is constituted by novel FTDFRNN blocks which determine the decision boundaries and tracks in-phase and quadrature components of input signals encompassing stochastic behavior of the MIMO channel. The system shows significant improvement in performance compared to statistical and ANN approaches in terms of faster processing time, lower bit error rate margins and better precision while carrying out symbol recovery of transmitted data through severely faded MIMO channels. We present a unified empirical and philosophical account of moral consistency reasoning, a distinctive form of moral reasoning that exposes inconsistencies among moral judgments about concrete cases. Judgments opposed in belief or in emotion and motivation are inconsistent when the cases are similar in morally relevant respects. Moral consistency reasoning, we argue, regularly shapes moral thought and feeling by coordinating two systems described in dual process models of moral cognition. Our empirical explanation of moral change fills a gap in the (...) empirical literature, making psychologically plausible a defensible new model of justified moral change and a hybrid theory of moral judgment. Existing research posits that decision makers use specific cognitive frames to manage tensions in sustainability. However, we know less about how the cognitive frames of individuals at different levels in organization interact and what these interactions imply for managing sustainability tensions, such as in Bottom of the Pyramid projects. To address this omission, we ask do organizational and project leaders differ in their understanding of tensions in a BOP project, and if so, how? We answer this question by drawing on (...) a 5-year study of a BOP project of a global pharmaceutical company in India. In line with the existing research, we found three kinds of frames—paradoxical, business case, and business—held differently across organizational levels and over time. We also found that the shift in frames of both project and organizational leaders was mediated by the decision-making horizon. The initial divergence across organizational levels, seen in paradoxical and business frames, was mediated by long-term decision-making horizon. However, there was an eventual convergence toward business frames associated with the shift from long- to shorter-term decision-making horizons and one that led to the project’s closure. We contribute by proposing a dynamic model of cognitive frames in sustainability, where the research has either alluded to top-down or bottom-up understanding. (shrink)

The irreducibility thesis of phenomenal consciousness can only succeed against the sceptical attack and avoid solipsism iff it can coherently establish the transition from subjective certainty to the objectivity of knowledge. The sceptical attack on the relationship between the phenomenal qualitative character of experience about the subjects own mental fact and the awareness of the qualitative properties of the phenomenal object can be avoided through establishing the immediacy of experience. The phenomenal realist become successful in establishing the subjective certainty about (...) the knowledge of phenomenal consciousness, however, has been failed in establishing objective certainty of knowledge, which leads to several epistemological problems (i.e., scepticism about the independent existence of external world, knowledge about the external reality and the existence of other mind; popularly known as the harder problem of consciousness) in philosophy of mind. In this paper, my objective is to reveal the undesirable consequences of representationalism. Representationalism is not an ideal option for responding to the sceptical attack against the other minds and the reality of the external world. It always leaves an open question for us about the relation between the representation of the object of experience and consciousness. Representationalistic theories of experience violates the principles of phenomenality by rejecting the immediacy of experience and has been committing the pragmatic contradiction by reducing the phenomenal properties to representational properties. The categorization of knowledge about phenomenality as inferential knowledge by representationalist leave no room for foundational knowledge about phenomenality. (shrink)

India dropped its target of 500 GW of renewable energy capacity fossil fuel sources by 2030. Its responsibilities the United Nations Framework Convention Climate Change [UNFCCC],and reducing radiations by one billion tonnes by the end of the decade at the COP26 conference, held in Glasgow in November 2022. Researchers are continually searching for inexhaustible and reasonable energy sources. Solar energy is one of the greenest sources of energy and is also one of the cleanest. The most important factor in using (...) solar energy is the location of the solar power plant. The main objective of this study is to find the best location for a new solar power plant in a specific region called Bundelkhand region of Uttar Pradesh in India. Here we offer an extension of ELECTRE III method as two-phase Pythagorean neutrosophic elimination and choice translating reality PN-ELECTRE-III) method to adapt with fuzzy, ambiguous, unsure, and indeterminate criteria. The Pythagorean neutrosophic numbers [PNNs] used by the group decision support system of PN-ELECTRE III to measure performance of the alternatives. The options are entirely outclassed in the subsequent stage in view of the past stage's evaluations of them. By defining PNN we describe the technique of indifference threshold functions, preference treshold and veto threshold functions, which provide a more stable basis to drop outranking relations. By calculating the concordance credibility, discordance credibility and net credibility degrees of each alternative, the ranking module of the PN-ELECTRE III approach is made simpler. In order to confirm the applicability of the strategy suggested in this paper, the location selection problem for solar plants is finaly solved. (shrink)

The objective of the current paper is to provide a critical analysis of Dretske's defense of the naturalistic version of the privileged accessibility thesis. Dretske construed that the justificatory condition of privileged accessibility neither relies on the appeal to perspectival ontology of phenomenal subjectivity nor on the functionalistic notion of accessibility. He has reformulated introspection (which justifies the non-inferentiality of the knowledge of one's own mental facts in an internalist view) as a displaced perception for the defense of naturalistic privileged (...) accessibility. Both internalist and externalist have been approved the plausibility of first-person authority argument through privileged accessibility; however, their disagreement lies on the justificatory condition of privileged accessibility. Internalist hold the view that the justificatory warrant for privileged accessibility is grounded on phenomenal subjectivity. In contrast to the internalist view, externalists uphold the view that the justificatory condition for privileged accessibility lies outside the domain of phenomenal subjectivity. As a proponent of naturalistic content externalism, Dretske defends the view that subject's privileged accessibility is not due to having access to the particular representational state (hence, they have the privilege of getting sensory representational information) and the awareness of mental fact rather the awareness of the whole representational mechanism. Having the knowledge of a particular representational state through privileged access is not the sufficient condition for the accuracy of knowledge about one’s own mental facts. The justificatory warrant lies external to the subject. Even though Dretske’s naturalistic representation is not plausible enough while dealing with the reduction of phenomenal qualities of experience, however, provides a new roadmap to compatibilists for the defense of privileged accessibility and has a major impact on transparency theorists. Whistleblowing is the act of disclosing information from a public or private organization in order to reveal cases of corruption that are of immediate or potential danger to the public. Blowing the whistle involves personal risk, especially when legal protection is absent, and charges of betrayal, which often come in the form of legal prosecution under treason laws. In this article we argue that whistleblowing is justified when disclosures are made with the proper intent and fulfill specific communicative constraints in (...) addressing issues of public interest. Three communicative constraints of informativeness, truthfulness and evidence are discussed in this regard. We develop a ‘harm test’ to assess the intent for disclosures, concluding that it is not sufficient for justification. Along with the proper intent, a successful act of whistleblowing should provide information that serves the public interest. Taking cognizance of the varied conceptions of public interest, we present an account of public interest that fits the framework of whistleblowing disclosures. In particular, we argue that whistleblowing is justified inter alia when the information it conveys is of a presumptive interest for a public insofar as it reveals an instance of injustice or violation of a civil or political right done against and unbeknown to some members of a polity. Monitoring of clinical trials is important to ensure adherence to protocol, to safeguard the rights of research participants and to achieve compliance with principles of good clinical practice. Recent regulatory changes in India require Ethics Committees to keep an oversight of ongoing clinical trials including on-site monitoring. In this article, we share the experience of on-site monitoring of clinical trials by the Ethics Committee of a tertiary care, academic and research centre in India. We found a large number of shortcomings (...) in the areas of informed consent, adverse events, insurance and reimbursement, which would not have been detected by off-site document review. Interestingly, many shortcomings were also not detected by on-site monitoring arranged by clinical trial sponsors. We therefore conclude that on-site monitoring of ongoing clinical trials is a highly important activity for Indian Ethics Committees. (shrink)

Urban dwellers’ food and nutritional wellbeing are both dependent on infrastructure and can be indicative of wider wellbeing in urban contexts and societal health. This paper focuses on the multiple relationships that exist between food and infrastructure to provide a thorough theoretical and empirical grounding to urgent work on urban food security and nutrition in the context of rapid urban and nutrition transitions in the South. We argue that urban systems and food systems thinking have not been well aligned, but (...) that such alignment is not only timely and overdue but also fruitful for both thematic areas of research and policy. We draw in particular on work within wider urban political economy and political ecology that can be classified as part of the ‘infrastructural turn’ that is influential with urban studies but little acknowledged within food studies. Drawing on these literatures helps us to better understand the interrelationships between people, things and ideas that make up both infrastructure and food systems. Policy, planning and research relating to both food and urban systems cannot afford to ignore such interlinkages, though much policy still operates on the neat assumptions of progressive connectivity to ‘the grid’ and formal food retail. Instead we argue how in many urban governance systems, a variety of hybrid mechanisms—on and off the grid, public and private formal and informal—better represent how urban residents, particularly the most marginalised, meet their everyday food and infrastructural needs along a continuum of gridded and off-grid access. As part of the SYNBIOSAFE project, we carried out an open electronic conference (e-conference), with the aim to stimulate an open debate on the societal issues of synthetic biology in a proactive way. The e-conference attracted 124 registered participants from 23 different countries and different professional backgrounds, who wrote 182 contributions in six different categories: (I) Ethics; (II) Safety; (III) Security; (IV) IPR; (V) Governance and regulation; (VI) and Public perception. In this paper we discuss the main arguments brought up (...) during the e-conference and provide our conclusions about how the community thinks, and thinks differently on the societal impact of synthetic biology. Finally we conclude that there is a chance for an open discourse on the societal issues of synthetic biology happening, and that the rules to govern such a discourse might be set up much easier and be respected more readily than many would suggest. In this paper, my objective is to show how Sankarāchārya's concept of reality is deferent from the Kantian notion of reality, despite many similarities between them. Cartesian skepticism of universal doubt is a challenge for the Kantian notion of reality; however, it can't be applied to Sankarāchārya's concept of reality because of the acceptance of different paradigm to explain the reality and Sankarāchārya's non-representationalistic approach towards the reality. The attack on representationalism can't be applicable to Sankarāchārya's philosophy.

: Classical Sāmkhya, as represented by Īśvarakrsna's Sāmkhya-kārikā, is well known for its attempt to prove not only the reality but the plurality of selves (purusa-bahutva). The Sāmkhya argument, since it proceeds from the reality of the manyness of the bodies as its basic premise, approximates, even if not in every detail, the 'argument from analogy' in its traditional form (which the essay tries to explicate). One distinguished modern interpreter, K. C. Bhattacharyya, however, not satisfied with this account, attempts to (...) interpret and expound Sāmkhya pluralism in terms of a radically different strategy consisting of showing that the self is known in buddhi in its pure asmita function as an infinite I and so as necessarily involving all Is or selves. This solution, which in the process offers reflections on such issues as infinity, universals, the role of 'I', the individuality (of self ), et cetera, is examined and criticized at length with respect to some of its basic assumptions, with a brief focus on the idea of 'self-consciousness', which according to some (Western) philosophers presupposes 'other'-consciousness and which in certain respects seems to inform Bhattacharyya's thoughts on the main issue. Vowel phonemes are a part of any acoustic speech signal. Vowel sounds occur in speech more frequently and with higher energy. Therefore, vowel phoneme can be used to extract different amounts of speaker discriminative information in situations where acoustic information is noise corrupted. This article presents an approach to identify a speaker using the vowel sound segmented out from words spoken by the speaker. The work uses a combined self-organizing map - and probabilistic neural network -based approach to segment the (...) vowel phoneme. The segmented vowel is later used to identify the speaker of the word by matching the patterns with a learning vector quantization -based code book. The LVQ code book is prepared by taking features of clean vowel phonemes uttered by the male and female speakers to be identified. The proposed work formulates a framework for the design of a speaker-recognition model of the Assamese language, which is spoken by ∼3 million people in the Northeast Indian state of Assam. The experimental results show that the segmentation success rates obtained using a SOM-based technique provides an increase of at least 7% compared with the discrete wavelet transform-based technique. This increase contributes to the improvement in overall performance of speaker identification by ∼3% compared with earlier related works. (shrink)

This paper is an attempt to see the similarity between the Shankara’s notion of Ätman and Husserl’s Transcendental Ego. Both thinkers, Husserl and Shankara trace true knowledge to the transcendental self. The former describes the self as the embodiment of absolute knowledge that transcends the limitations of the body, the senses and the intellect. In the state of bondage and ignorance, this Transcendental Ego is oblivious of its ontological and cognitive priority or transcendence and seeks knowledge in the natural world (...) of relative truths. We had an ideal of evidence-based, rational, ethical and equitable health care and set out to serve rural (...) and under-served communities which included displaced forest-based tribes. In the initial years, with the naivety of the inexperienced, we believed that by correcting the dehydration of the doe-eyed six-year-old Mare and giving her a free course of antibiotics, we had made health care accessible to her. Much to our dismay, within a month, Mare was back in the outpatient clinic, with diarrhea all over again and looking thinner than ever. We realized that it was a losing battle to keep her healthy as long as she continued to drink water from the same contaminated stream, live in unhygienic surroundings, and eat only the paltry meals that her family could barely afford. We gradually began to connect these living examples to what our preventive medicine text books had stressed all along—there are many social determinants of health which, if left unaddressed, do not permit realization of the vision of health for all.Such instances continually pulled us out of the hospital building and into the villages and tribal hamlets. We discovered that our textbook of Preventive and Social Medicine (Park, 1986) (P&SM as we used to call it), was our most valuable possession. [End Page 106] We devoured the descriptions of national health programs, sanitation procedures, water treatment protocols, and maintenance of cold chain for vaccines with a completely new perspective. We have sometimes been compelled to adopt health practices that were not really evidence-based, seemingly irrational, inequitable and even downright unethical. This narration describes only a few of our thousands of cases, and hopefully conveys our periods of self-doubt, despair and hope, as well as, the challenges we face to reconcile with the difficult choices we are forced to make every day.Unforeseen Challenges in Saving Mothers and ChildrenHigh maternal and child mortality rates have been one of the most disturbing aspects of the health care scenario in rural India. To ensure immunization of all children, health workers with vaccine carriers go from village to village and hamlet to hamlet to reach those infants that would have missed visits to the immunization clinics. Our grass-root workers facilitate these visits by identifying households with such children. Occasionally, they encounter families who spirit away the infant into the adjoining woods as soon as the health worker is seen approaching, and blandly proclaim that the child is not at home. Despite reassurance and counseling about the safety and necessity of the vaccine, their apprehensions and misconceptions are insurmountable. What is the extent of the responsibility of the health worker? Is it ethical to hunt down the child and force the administration of the vaccine in view of the public health gains, besides the child's welfare?A few months ago, a pre-term neonate was admitted to our hospital, but worsened and needed referral to a higher centre in the city. The family refused to go despite repeated persuasion and detailed explanation about the technical limitations of care at our centre. From the family's perspective, the variety of social, cultural, and monetary challenges they would face in the city were themselves limitations for care. The economic impacts of the Green Revolution have been studied widely, but not its social-cultural effects on different farming communities. The adoption of high yielding varieties (HYVs) of rice changed the nature of rice farming in the two West Bengal villages of Padulara and Naigachi. The villages present an interesting contrast of socio-economic and cultural change due to the differences in the level of adoption of agricultural technologies. This study documents the social and cultural impacts of agricultural technology adoption, specifically (...) the effect on rituals which guided the stages of traditional rice farming and communal life. Agricultural rituals are being modified to suit the processes of modern rice farming, while family rituals are holding strong. The study also shows the evolving nature of rituals as it reflects new found wealth, gender roles, and economic class in these villages. (shrink)

In one of his earliest dialogues, the Soliloquia, Augustine identifies the liberal arts (disciplinae) with truth (veritas), and employs this somewhat puzzling identification as a premise in his infamous proof of the immortality of the soul (Sol. 2.24). In this paper, I examine Augustine’s argument for this peculiar identification. Augustine maintains both (1) that the constituent propositions of the liberal arts are true, and (2) that the liberal art of dialectic (disciplina disputandi) is the “truth through which all disciplines are (...) true” (Sol. 2.21). I argue that Augustine identifies the liberal arts with truth because (1) the constituent propositions of the liberal arts are learned, and (2) dialectic’s structure is essential to the liberal arts. I further suggest that the subject matter of each liberal art reflects a distinct segment of intelligible reality, that is, the realm of the intelligible Forms. (shrink)

Modern bioethics was born in the West and thus reflects, not surprisingly, the traditions of Western moral philosophy and political and social theory. When the work of bioethics was confined to the West, this background of socio-political theory and moral tradition posed few problems, but as bioethics has moved into other cultures – inside and outside of the Western world – it has become an agent of moral imperialism. This study examines whether microfinance institutions (MFIs) that serve women borrowers at the base of the economic pyramid are likely to adopt a written code of positive organizational ethics (POE). Using econometric analysis of operational and economic data of a sample of MFIs from across the world, we find that two contextual factors—poverty level and lack of women’s empowerment—moderate the influence of an MFI’s percentage of women borrowers on the probability of the MFI having a POE code. MFIs that serve (...) more women borrowers are more likely to adopt a POE code, especially in negative contexts (where women borrowers face poverty and disempowerment and are therefore susceptible to abuse). We identify the ways the policies of leading international bioethics journals limit the participation of researchers working in the resource-constrained settings of low- and middle-income countries in the development of the field of bioethics. Lack of access to essential scholarly resources makes it extremely difficult, if not impossible, for many LMIC bioethicists to learn from, meaningfully engage in, and further contribute to the global bioethics discourse. Underrepresentation of LMIC perspectives in leading journals sustains the hegemony of Western bioethics, limits the (...) presentation of diverse moral visions of life, health, and medicine, and undermines aspirations to create a truly “global” bioethics. Limited attention to this problem indicates a lack of empathy and moral imagination on the part of bioethicists in high-income countries, raises questions about the ethics of bioethics, and highlights the urgent need to find ways to remedy this social injustice. The field of bioethics continues to struggle with the problem of cultural diversity: can universal principles guide ethical decision making, regardless of the culture in which those decisions take place? Or should bioethical principles be derived from the moral traditions of local cultures? Ten Have and Gordijn and Bracanovic defend the universalist position, arguing that respect for cultural diversity in matters ethical will lead to a dangerous cultural relativity where vulnerable patients and research subjects will be harmed. Gandhi’s writings on the issue of Caturvarṇa, despite their apparent lacunas, dogmatic tones and seeming inconsistencies, are available to a convincing reconstruction. With this purpose in view, the first section of this paper will attempt to give an anti-foundational reading of Caturvarṇa—where varṇa is seen to be based neither on the different proportions of the three guṇas (sattva, rajas and tamas), nor on a system of hereditary professions, but as abstract dimensions that are not mutually exclusive—and at best serves to (...) give an orientation to our cognition and actions. This reading, while borrowing heavily from Shri Aurobindo’s reading of Caturvarṇa, will seek to give it a more neutral and expansive direction, shorn of all associated suggestions of intransigence and empirical contingencies, in order to effect the best possible synthesis with Gandhi. The second section of this paper will concentrate on appropriate portions of Gandhi’s commentary on Gῑtā, trying to track down Gandhi’s reservations against any psychological determinism with respect to varṇa. His direct but scattered observations on varṇa and caste will be addressed in the last section—to see how far our neutral reading of Caturvarṇa can be responsibly reconciled with his distinction between varṇa and caste—indicating a way to dissolve the Gandhi-Ambedkar debate on varṇabheda and jātibheda. Overall, this paper attempts a paradigmatic reconstruction of Gandhian Caturvarṇa in the light of his approach to the notion of niṣkāma karma. (shrink)

Due to the nature of lending practices and support services offered to the poor in developing countries, portfolio risk is a growing concern for the microfinance industry. Though previous research highlights the importance of risk for microfinance organizations, not much is known about how microfinance organizations can mitigate risks incurred from providing loans to the poor in developing countries. Further, though many microfinance organizations practice corporate social responsibility to help create economic and social wealth in developing countries, the impact of (...) such CSR practices remains an underdeveloped area of inquiry. We use a normative ethics lens to develop an ethics-based CSR theory that differentiates between three forms of ethics-based CSR—virtue, consequentialist, and deontological. We argue that while all three forms can help mitigate risk, virtue ethics-based CSR is potentially the most useful form of CSR toward mitigating microfinance portfolio risk. We test our hypotheses using a sample of microfinance organizations from across the world. Our findings suggest that virtue ethics-based CSR is not just an important philosophical paradigm; it can actually help mitigate microfinance portfolio risk when implemented in practice. (shrink)
